03.26.26 Operational Excellence Committee (OEC) Report

1. Renaming Petition Process.

• Recap. On December 18, 2025, the Board approved renaming four school areas.

• We are planning implementation of the approved renaming.

• We are sharing information with each group about how they can choose to donate to offset division Costs through an online standard Donation Form located on the ACPS donations page within the Schools & Community Relations section.

• The Superintendent will bring this process forward to the Board. 

• We are revising our current policy on Renaming based on lessons learned.

• The revised policy should be in place by the end of the year. 

2. School Board Website.

• The Website was launched on 16 January 2026. https://www.acpsschoolboard.com/

• It is designed to improve transparency. 

• It is focused on strategic-level information.

• Added information about the Board Committees: The Operational Excellence, The Strategic and Accountability, and Governance Committees. 

3. Advisory Committee Progress Update

• Final Committee Reports are due to Operational Excellence Committee on May 1.

• Reports (5 minutes each) will be presented to the School Board Meeting on May 28.

4. Children, Youth, & Families Collaborative Commission (CYFCC) Update.

The Committee is slated to deliver a concise update regarding the Children and Youth Community Plan at an upcoming Board Meeting.

5. Board Brief Standard. 

We are developing a Board Brief Standard; the Working Draft will be ready for coordination in April.

6. Board Liaisons 

• Work Group Session, The School Board broke out into groups and commented on our City Council Liaison Process.

• The Chair and I will develop a memorandum in coordination with the 3 committees.

• Our goal will be to collaborate with City Council members to develop an agreeable document. 

7. School Board Self-Evaluation Survey Instrument.

We have developed a survey which aligns with our School Board’s 

• Missions, Strategic Plan goals; and Committee Organization.

• Systematic Approach to Board Evaluation

• The survey will be coordinated with our 3 School Board Committees.

• Each question will be linked to an improvement intervention.

• The survey will be conducted prior to our upcoming VSBA Development Session.

8. VSBA School Board Development.

• We will discuss the Survey results at the VSBA Development Session on Saturday April 11, 2026.

• This customized board development is designed to advance board effectiveness. (Sammantha Bosseman).

9. Student Representatives.

• Revised the Student Representative Application.

• Call for Applications this week.

• Applications Due on April 17, 2026.

• Student Leadership & Superintendent Review.

• Selection Board to Convene May 7, 2026. 

10. The Superintendent Evaluation Process Superintendent's Mid-Year Conference.

The Evaluation Process consists of Goal Setting (September 2025); Mid-Year Conference (January 8, 2026); and Performance Evaluation (Conducted in June/JulyOrganizational Meeting 2026). 

11. Operational Excellence Planning Calendar

All 3 Committee Planning Calendars are complete and will be added to the School Board Calendar.

12. Operational Excellence Committee Meeting

The next Operational Excellence Committee meeting is scheduled for Tuesday, April 7, 2026, at 7:30 am on Zoom.
