March 27, 2026, letter from the School Board Chair, Dr. Michelle Rief to the Alexandria City Council.



Dear Mayor and City Council,


Good afternoon. It was brought to my attention that City Council members asked at a budget work session on Wednesday about the number of employees in the ACPS bargaining units. As a reminder, the School Board shared this information with you at our joint budget work session on March 4. 


Attached is the ACPS presentation from the work session, which includes the following information on slide 12:


  • Licensed Personnel - 1,669.1 FTEs (62%) 

  • Education Support Personnel - 860.9 FTEs (31%) 

  • Non-Union - 191.0 FTEs (7%)  


Similar to the City Council’s Public Employee Collective Bargaining Ordinance that defines the City of Alexandria’s bargaining units, the School Board’s Collective Bargaining Resolution approved by the last School Board defines the ACPS bargaining units. Our Resolution is available on the ACPS Collective Bargaining webpage and is attached for your reference. Please refer to Section 1.B. for a definition of the employees who are included in the Licensed and Education Support Personnel units.
